5.2   MOBILE POLICE BARRACKS, ABUJA

 

          Client:         Nigeria Police Force, headquarters

Scope:         Construction of estate roads and drainage in the new Mobile Police Barracks at Mpape, Abuja

Services:      Advisory services; design of estate road network and drainage, involving elaborate earthworks, in the  hilly terrain of Mpape; periodic supervision of construction.

Scope:         Construction of a 500 bed hospital for the Bayelsa State Government, in Yenagoa

5.4   ELECTRICAL CONNECTIONS TO M-TEL STATIONS

Scope:        Provision of electrical connections to eleven (11no) BTS sites in the Kaduna MSC area (north west zone), viz:Kaduna State: Jaji, Kaduna, Kafanchan, Zonkwa and Zaria

Sokoto State:         Sokoto and Tambuwal

Zamfara State:      Gusau and Talata Mafara

Kebbi State:           Zuru and Birnin Kebbi

Services:      Reconnaissance survey of the sites (initially 13no); quantification; estimation; procurement of cables, meters and other items; and the electrical connection of the stations to the main power supply, for the tightly scheduled roll out of M-Tel gsm telephone services.

5.9   WATER WORKS ACCESS ROAD

        Survey, design and estimation of a 10km access road to the Kwoi Intake Works in southern Kaduna State, as sub consultant to Parkman Nig. Ltd., in 2000.

 

5.10 PTF NATIONAL HIGHWAY & URBAN ROADS PROJECT

 

          Client:       Petroleum (Special) Trust Fund

Scope:         Rehabilitation of urban roads including dualization, pavement reconstruction, asphalt overlay, other road and drainage works, and the relocation of utilities.  The lots comprised the following roads:

 

Lot 4:          Kaduna (Katabu) - Saminaka - Jos, 280km

                                              Jos - Bauchi, 115km

                                              Saminaka - Kafin Maiyaki, 150km

                                              Zaria Township, 30km

                             Lots A & B: Kaduna Metropolis Roads, total 98km.

5.13 OYO MULTI - STATE ROADS PROJECT

 

Client:  Oyo State Ministry of Works and Transport

          Scope:         The second Multi - State Roads Rehabilitation Project (MSRP) is a nation - wide scheme of rehabilitation of State highways through World Bank funding. In the case of Oyo State the scope covered the construction of the 50km Oyo - Eseke - Otefon - Yawota Road.

5.14NIGERIAN DEFENCE ACADEMY PERMANENT SITE DEVELOPMENT 

          Client:       Ministry of Defence, Lagos

Location:     Airport Road / Mando Road, Kaduna

          Project 1:  Nigerian Defence Academy Master Plan

 

Scope 1:      The master plan of the then proposed NDA permanent site was to serve as the basis of the short and long term development of this military university.  The main focus the site plan was a centrally oriented axis framed by a variety of vehicular traffic patterns.

 

Responsive to the natural landscape and structured to achieve appropriate spatial relationships, the layout combined the requirements of a university environment with a dignified and characteristically regimented military setting.

 

Services 1:   Double Q’s key personnel were responsible for the civil engineering aspects of the master plan,viz. the layout and categorization of roads, junctions, roundabounts, drainage structures, bus bays, and accesses, over a project area of 36 sq. km.

 

Scope 2:      The scope of construction work was an integrated multi disciplinary project consisting of the erection of structural and infrastructural facilities for cadet hostels, staff residence, faculties, workshops, parade grounds and pavillions, recreational and shopping facilities, roads and drainage, all from scratch, on virgin land.

 

Services 2:   Topographical survey, road network and drainage design for 55km of roads in four categories, ranging from four-lane two-way divided, asphaltic concrete pavement, to two-lane two-way undivided surface dressed and unpaved laterite or gravel roads; design of parking lots, culverts, side drains, bus bays, junctions and roundabouts; quantification; preparation of contract documents; and the resident supervision of construction.

5.15 KATSINA STATE BRIDGES

 

          Client:       Katsina State Ministry of Works & Transport

Scope:         Re-design of six out of the eight bridges in the then on-going construction of the 100km Kurkujan - Musawa - Matazu - Kafin Soli - Cheranchi - Bindawa - Tama highway, in prestressed concrete, alternative to the steel/ concrete composite construction of an earlier design.

5.16 GAWU - YABA WESTERN PERIPHERY ROAD

          Services:    Topographical survey, site investigation, survey and design of road and bridges; and the preparation of contract documents.

5.17 MASHI - DINDIYAL - BIRNIN KUKA ROAD

Scope:      Construction of 40 km of single carriageway, 1 No.bridge and several culverts

5.18 FARM SITE GUEST HOUSE AND STAFF QUARTERS

 

          Client:       Agro Development Nigeria Limited, a division of Food Specialities Nigeria Limited.

          Location:   Km 35, Kaduna - Abuja Road, Kaduna State

Scope:         Construction of a guest house with ten (10No) chalets, and staff housing units having Portakabin facsimile exterior.

5.19 UNIVERSITY OF MAIDUGURI PERMANENT SITE DEVELOPMENT

The firm’s personnel carried out the boundary and compensation survey of the 4,500 ha University of Maiduguri permanent site, involving the demarcation of land holdings on large scale ortho photo map drawings, and the enumeration of all properties for compensation, in association with Parkman Nigeria Limited.

 

5.20 OMPADEC ROADS

 

          Client:       Oil Mineral Producing Areas Development Commission (OMPADEC)

Scope:         Construction of roads, bridges and causeways in the swampy terrain of Rivers State.

(D)   Synopsis of Work Experience

 

Engr. Okodi-Iyah is the founder Director of Double Q International Limited. He earlier worked with Parkman Nigeria Limited (formerly Ward, Ashcroft and Parkman), an international firm of consulting engineers, for thirteen years from 1978.  He acquired extensive experience in civil engineering consultancy, specialising in highways and transportation.  He has handled traffic studies, drainage works, aerial photography and photogrammetry, surveying and mapping, as well as highway and rural roads design, and construction.  He also served as Resident Engineer in charge of the supervision of road construction and maintenance contracts.  Before leaving Parkman he had executive responsibility over the firm’s Roads and Transportation Division, in charge of project design, co-ordination, management and client liaison.  He had also served as Project Manager or deputy in some World Bank funded projects.

As Executive Director of Double Q International, a civil engineering consultancy, he has overall responsibility for the company’s operations, and brings to bear twenty seven years of continuous professional work experience.
